Measures for the Management of Global Geoparks

Chapter I. General provisions

Article 1 In order to standardize the management of UNESCO Global Geoparks (hereinafter referred to as "Global Geoparks"), improve the level of construction of Global Geoparks, and promote the sustainable development of Global Geoparks, these Measures are formulated in accordance with the "Operational Guidelines for UNESCO Global Geoparks" (hereinafter referred to as "Operational Guidelines") as well as the relevant laws, regulations and policies of China. Policies, and formulate these Measures.

Article 2 The term "UNESCO Global Geopark" as used in these Measures refers to a sustainable area recognized by UNESCO as possessing geological relics of global or international significance and rich natural and cultural resources, with clear boundaries and appropriate size.

Article 3 These measures shall apply to the management of the UNESCO Global Geopark in the country.

Article 4 The National Forestry and Grassland Administration is responsible for the organization and coordination, supervision and management, and business guidance of the UNESCO Global Geopark, and liaises with UNESCO and other international organizations on matters related to the UNESCO Global Geopark as the national operational authority.

The local forestry and grassland authorities at or above the county level are responsible for the organization and coordination, supervision and management, and operational guidance of UNESCO Global Geopark within the administrative area.
The management organization of UNESCO Global Geopark is responsible for the daily management of the UNESCO Global Geopark.
The National Geopark Network Center is responsible for organizing and carrying out relevant activities of the UNESCO Global Geopark Network.
Article 5 The construction of UNESCO Global Geopark shall adhere to the principles of unified management, scientific planning, key protection and sustainable development.

Article 6 The National Forestry and Grassland Administration has set up an expert pool of UNESCO Global Geoparks to provide technical support for the management, evaluation and sustainable development of UNESCO Global Geoparks.

Article 7 The State encourages enterprises, public institutions, social groups and citizens to participate in the protection, research, education and publicity and promotion of UNESCO Global Geoparks by way of donation, technical support and voluntary service.

Chapter IV. Oversight and management

Article 19 The management of the UNESCO Global Geopark shall be in accordance with the relevant statutes of UNESCO and relevant national regulations, and shall do a good job in resource protection and sustainable development of the area. Areas where UNESCO Global Geoparks overlap with nature reserves shall also comply with the relevant control requirements for nature reserves.

Article 20 The competent provincial forestry and grassland authorities shall guide and supervise the management body of the UNESCO Global Geopark within the administrative region to fulfil the relevant international statutes and declaration commitments, and provide the necessary safeguards for the protection, construction and management of the UNESCO Global Geopark.

In the case of a UNESCO Global Geopark across provinces (autonomous regions and municipalities directly under the Central Government), a work coordination mechanism shall be established by the relevant provincial forestry and grassland authorities, the declaring unit of the UNESCO Global Geopark, and so on.

Article 21 The management body of the UNESCO Global Geopark shall formulate a protection and management system, prepare a development action plan, and establish a website, database and archives of the UNESCO Global Geopark.

The development action plan shall be prepared by widely consulting the opinions of relevant departments, enterprises and institutions, community residents and experts, and shall be connected with the national land spatial planning within the scope of UNESCO Global Geopark and the planning of various types of nature reserves.
The management body of the UNESCO Global Geopark shall carry out its work in accordance with its development action plan and refine the work tasks within the assessment cycle, so as to ensure the orderly development of the UNESCO Global Geopark.
Article 22 The management body of the UNESCO Global Geopark shall establish and improve the system of nature education and science popularisation and publicity, improve the construction of facilities, and strengthen cooperation with scientific research institutions and communities, so as to enhance public awareness of the UNESCO Global Geopark.
The managing body of the UNESCO Global Geopark shall fulfil its responsibilities as a member of the UNESCO Global Geopark Network, participate in world and regional geopark meetings, establish sister parks, strengthen international exchanges, train and send evaluators to the UNESCO Global Geopark, and pay its membership fee on time.
Article 23 The management body of the UNESCO Global Geopark shall submit a report on the management of the UNESCO Global Geopark for the previous year to the provincial forestry and grassland authorities before the end of January each year, the main contents of which shall include the protection and management of resources, the implementation of the development action plan, the nature education and geology tourism, and the domestic and foreign exchanges and co-operation, etc., which shall be examined and summed up by the provincial forestry and grassland authorities, and then sent to the State Forestry and Grassland Administration before the end of February of the current year.

Chapter V. Annexes

Article 24 The use of the UNESCO Global Geopark logo shall be authorised by UNESCO and shall comply with the relevant regulations on the use of the logo. Use for commercial purposes or authorisation of third-party agencies is strictly prohibited.

Article 25 All relevant units and individuals should abide by the provisions on State secrecy and use, exchange and keep confidential documents, data and drawings in the process of declaration, reassessment and scope adjustment in accordance with the law. All classified materials should be declassified before reporting.

Article 26 The National Forestry and Grassland Administration uniformly publishes the results of the declaration and reassessment of UNESCO Global Geoparks in accordance with the decisions of UNESCO.

The decision to declare a transnational (border) UNESCO Global Geopark shall be decided by a separate study.

Article 27 This Measures shall be interpreted by the National Forestry and Grassland Administration.

Article 28 This Measures shall enter into force on the date of their publication.
